License Plate Readers Face Local, State Limits

The state council for police standards has passed new restrictions on how local law enforcement agencies, like the New Haven Police Department, share and store license plate data. The ACLU of Connecticut has warned that out-of-state law enforcement agents have accessed the state's ALPR data to target immigrants and those seeking reproductive or gender-affirming care. The state legislature is considering new restrictions in relation to the sharing and storage of ALPRs. The bill would require local police departments to share data only with law enforcement departments that promise not to use the data for immigration enforcement or investigations of those seeking gender or reproductive reproductive care. Data-sharing would be limited to public agencies in Connecticut, New York, Rhode Island, and Massachusetts, and would also prohibit license plateData from being disclosed under the state’s Freedom of Information Act (FOIA). The bill is currently pending in the state House of Representatives.
