Bill would shrink Minnesota Senate, up House by one seat to avoid future ties

Former Minnesota lawmaker, Rep. Paul Torkelson, has proposed a bill to change the makeup of the Legislature to avoid future House ties and shrink the state Senate. The bill would increase the House of Representatives from 134 members to 135 members and reduce the Senate from 67 to 45 members in 2033. The change is inspired by the current current tie in the House, which Torkeson argues would make it impossible for future elections. The Senate would comply with Minnesota’s constitutional rules, which require equal representation across the state and prohibit House districts from being split when forming Senate districts. Since 1972, the state has seen two ties: one in 1979 and the current tie, delivered in the 2024 election. House Democrats boycotted the start of the 2025 session to deny Republicans a quorum after a court ruling invalidated DFLer Curtis Johnson's win.
