Peter Jackson Jr. from Owyhee County, Idaho, witnessed an incident at Riddle Ranch that escalated when a man with a warrant out for his arrest for evading police was on his property. Jackson, who had been living there since 1958, called the Bureau of Indian Affairs (BIA) police station on the reservation to report the situation. The area, known as Duck Valley Indian Reservation, is one of the most isolated areas in the continental U.S. and is home to around 800 private ranches and unincorporated communities alongside federal public lands. Jackson's ranch hands were called to work when the incident occurred. The BIA officer was already in his patrol unit and dispatched a deputy from Owhee County.
