Sherwood stop sparked after Flock camera misread plate by one letter as stolen

License plate readers are being installed at intersections and major roads across Arkansas, with over 100 of these devices being called Flock cameras. The cameras record license plate numbers on passing vehicles and compare them to a list of reported stolen vehicles. However, the development of these cameras is still in its infancy, and there have been incidents such as a February incident in Sherwood where a Flock camera misidentified a car as stolen. The Institute of Justice represented Charlie Wolf and his family in 2025 when a Flocking camera was removed from a property in 2025. Once the images are captured, each Flock customer sets their own data policies and police often hold onto them for up to a year. The institute of Justice's attorney, Michael Soyfer, calls these mistakes "horrifying" and suggests that officers should do more to prevent any mistakes. After this incident, the Sherwood Police Department established a transparency portal for Flock safety.
