House GOP leaders are urging their members to reject a Senate deal funding much of the Department of Homeland Security (DHS) and instead pass an eight-week stopgap. This move would signal a significant rebuke from the upper chamber and extend the length of the longest partial government shutdown in history. The Senate deal funds much of DHS but excludes Immigration Customs Enforcement (ICE) and Customs Border Patrol. The House Freedom Caucus had put pressure on House GOP leaders to reject the deal, and House Majority Whip Tom Emmer warned that it could set a dangerous precedent to defund entire programs in appropriations bills.
