The number of ballots returned for the California primary election has risen to nearly 1% of the state's 22,000,000 ballots, according to data from Political Data Inc. The turnout rate for Democrats is 0.7%, while for those who decline to identify a party, it's 0.6%. The oldest voter in the state is 1.9.
