The suspect identified as Mark Russell Richards, who was arrested following a road rage incident in Lehi, was identified after multiple tips were received by the Lehi Police Department. The victim had described Richards as "significantly agitated" during the incident and pulled his waistband down, exposing himself to the victim and three children. Police were able to arrest Richards at an apartment complex where he allegedly didn't answer the door.
