The US Attorney General for Civil Rights Harmeet Dhillon has assured that Decarlos Brown Jr. who is accused of murdering Iryna Zarutska will face justice, despite a finding that he is mentally incompetent to proceed on state murder charges. The federal case against Brown will not be affected by the Dec. 29 finding, which was only discovered when Brown's defense team filed a motion seeking a 180-day delay of a hearing to determine whether he is fit to proceed with a death penalty trial. The revelation sparked outrage that Brown, who had previously been arrested 14 times and free on a promise to return to court when he allegedly stabbed Zarutka to death on a Charlotte light rail train in August, would not face justice.
