Judge undoes life in prison sentence for man convicted in 1994 murder of Sumner woman

Randy Capps, who was sentenced to life without parole for the 1994 murder of a Sumner woman, will be able to leave prison in around ten years. The Washington Supreme Court has ruled that youth should be a factor in life sentences for defendants who are over 18 but under 21 years old. Judge Philip Thornton converted Capps' life sentence to a term of 45 years in prison. Capps has served 31 years and is likely to be eligible for release in the mid-to-late 2030's. Thornton stated that further incarceration would help Capps make changes to himself and the safety of the community. He also admonished Capps to spend his remaining years in jail to reform himself and prepare to reintegrate in society.
