California’s top Democrat plots voting revolution to snatch governor’s race from Republicans

The chair of the California Democratic Party, Rusty Hicks, has expressed his desire to change the current voting system to prevent Republicans from securing the governor's race. Currently, the top two candidates regardless of political party advance to the general election. While these changes won't happen in the upcoming primary, Hicks suggests a new system be proposed to voters by the end of the year. The current "jungle primary" system was approved in 2010 by voters as an electoral reform by Republican then-Governor Arnold Schwarzenegger.
