High-profile AI executives, including OpenAI's Sam Altman and Anthropic's Dario Amodei, are pushing for sweeping policy ideas to manage the impact of AI's impact on the industry. However, Congress has a history of fumbling in tech policy, with heavy lobbying and constituent demands. OpenAI’s new industrial policy paper describes AI changing the world on a scale similar to the Industrial Revolution, while Anthropic’�s ideas include internal governance and transparency, including tax reform or a 4-day workweek, and increased export controls. The companies are focusing on promoting these policies at the state level, where there is a higher chance of success in an election year when voters want to benefit from AI. Meanwhile, Anthropic is increasing its D.C. presence under public policy head Sarah Heck, who previously worked at Stripe and the White House National Security Council under former President Obama.
