The state's César Chávez holiday was approved by a Senate committee, marking the final week of the House and Senate hearings. The House also approved legislation allowing optometrists to issue eyeglasses prescriptions for up to two years. A Senate committee also approved a proposal to require at least 60% voter approval for state or local governments to establish a mass surveillance network, using automated license plate readers. A stalled bill that would allow the destruction of firearms used in murders was defeated in the House Federalism, Military Affairs and Elections Committee.
