Senate Majority Leader John Thune has suggested that Democrats will benefit from Democratic opposition to the SAVE America Act, a bill requiring photo ID to vote and requiring proof of citizenship when registering to vote. The bill has been blocked by Senate Democrats, who argue that it would disenfranchise millions of voters. The Brennan Center for Justice found that nine percent of Americans, more than 20 million of whom didn't have citizenship proof on hand, are not.
