Senate Democrats send DHS counteroffer to Trump as shutdown drags on

The Department of Homeland Security (DHS) has been shut down since February 14 and has been demanding changes to its operations in exchange for funding. The latest offer was sent late last night by Congressional Democrats. The White House has not yet responded to the request.
