The EU has rejected Canada's membership in the European Union, stating that Canada is not a European state enough to join. Enlargement Commissioner MARTA KOS stated that there are two preconditions to join the EU: "You are a state. However, you are not an EU state.” A senior Canadian government official said they envisage a level of integration between non-members Norway and Switzerland, not full bloc membership.
