City officials and representatives from First Avenue and the Minnesota Orchestra broke ground on the new 8,000-person amphitheater at Upper Harbor, set to open in summer 2027. The Community Performing Arts Amphitheater will be managed by First Avenue Productions and the Minnich Orchestra, and will be located near Dowling Avenue North meets the Mississippi River. The groundbreaking took place on the site of the Upper Harbor Terminal north of downtown Minneapolis. The project was first announced in 2016 and has been delayed several times due to the COVID-19 pandemic, which essentially put First Avenue out of business for a year and a half. Other participants included city and state officials, representatives from the orchestra, developer United Properties, and the African American Community Development Corporation.
