The bill would also require extensive data collection on individuals receiving such care. Every gender clinic in Tennessee would be required to report detailed information about transition-related treatment to the Tennessee Department of Health, which the bill describes as a "right to public transparency" and calls for detailed information on patients’ neurological, behavioral, or mental health diagnoses. However, privacy advocates argue that this could allow patients to be identified when combined with publicly available information. The legislation has been criticized by some as violating medical privacy laws, which it appears to violate under HIPAA.
