Evers vetoes proposed child care tax credit expansion for employers as potential gateway to fraud

Wisconsin Gov. Tony Evers has vetoed legislation that would have expanded a tax credit for businesses that invested in child care services. The bill, SB 291 / AB 283, would have included a "catch-all" provision that awarded the credit for any other cost or expense incurred by an employer to facilitate the provision or utilization of child care. Evers argued that this provision could lead to potential fraud and didn't include funding to cover the increased costs for the Wisconsin Economic Development Corp. to prevent employers from scamming the system. The legislation was introduced in 2025 as Republican lawmakers sought up to $480 million in the Wisconsin 2025-27 state budget to support child care workers' wages and avert increased child care tuition for families.
