Maine's budget committee has added a tax on millionaires to its budget plan, a move that could signal a departure for Gov. Janet Mills, who has long opposed increasing income taxes. The amendment was approved late Tuesday night from the Democratic majority of the Legislature’s Appropriations and Financial Affairs Committee. This supplemental budget will add to the current $11.65 billion biennium budget passed last year, though it is unclear how this plan will alter that total. The majority of committee supports many of Mills' initiatives, including continuing the state’�s free community college program. However, lawmakers have opted to fund several of her proposals at lesser amounts. The tax is expected to impact 2,631 tax returns.
