Fifty Democrats in Congress have introduced legislation to create a nonpartisan commission on presidential capacity, which would evaluate a president's ability to perform his duties. The legislation allows Congress to pass a concurrent resolution requiring the commission to evaluate the president if the majority of the commission and the vice president agree that the president cannot perform his responsibilities. The bill is likely to face an uphill battle in the House, where the Republicans hold a narrow 217-214 majority.
