A federal judge has upheld New York City's $9 congestion pricing toll to enter Lower Manhattan, a decision that dealt a setback to the Trump administration's efforts to rescind the program's approvals. Judge Lewis Liman stated that U.S. Transportation Secretary Sean Duffy's actions were arbitrary and capricious, an abuse of discretion, and not in accordance with law. Liman restored two federal agreements that allowed congestion pricing to proceed, including a Federal Highway Administration approval still being challenged by New Jersey in Federal Court. Despite opposition from New Jersey officials, there has been no reaction so far.
