The question was raised by Fox News congressional correspondent Bill Melugin, who had previously stated that Obama did not need prior authorization from Congress to strike Libya, nor did he need authorization to continue military action there. Despite this, Jeffries argued that the current operation was just over 72 hours old and that the initial prediction was that it could be accomplished within weeks.
