The heated exchange escalated when Rodrick called the council a "big piece of s---" and threatened to lose their health insurance as a perk to their part-time posts. The council failed to pass two ordinances sought by Rodrick on zoning changes that would allow developments off busy Routes 70 and 9. The mayor has faced a recall effort halfway into his first term as mayor, but failed to secure enough signatures to force a special election. Toms River is a Republican stronghold in Ocean County and has been divided into factions during Rodrick's administration.
