The man shot and killed by a Castle Hills police officer has been identified as Jazz Joseph Fernandez, 24. The officer was responding to a hit-and-run incident when Fernandez approached him with knives. The Texas Department of Public Safety is investigating the circumstances surrounding the shooting. The police are also conducting an independent investigation.
