He was arrested following an incident or investigation on South State Street. Other arrests also occurred on the same day: Frank Emge Parker received a summons on April 16 on a warrant after an incident at the Windmill Restaurant in Pembroke. Colin P. White was arrested in 1990 on a generic city ordinance violation following an altercation at Keach Park.
