Republicans plan to use reconciliation process to fund ICE and Border Patrol without Democrats

The Republican congressional leaders have agreed to a two-part plan to use the budget reconciliation process to fund most of the Department of Homeland Security (DHS) without Democrats. The process involves passing a bipartisan spending bill to fund DHS, excluding Immigration and Customs Enforcement and Customs and Border Patrol. This strategy would avoid a filibuster in the Senate and allow the agencies to continue operating without Democrats' demands for reforms. However, some members of the House have suggested that one reconciliation bill should be used to fund all of DHS instead.
