Milwaukee aldermen challenge new bagged leaf policy

Milwaukee's Department of Public Works has announced a new leaf policy requiring residents to bag their leaves instead of sweeping them onto the street, following a record-breaking rainfall earlier in the year. The policy change comes as a surprise to residents who have been dealing with flooding after leaves stuck in sewer drains exacerbated widespread flooding. Aldermen argue that the change does not require approval from the City Council, but can be enforced by a resolution to raise taxes. One resident, Beryl Harper, believes the policy will not help her street flood and raise taxes, and questions whether it will help the city in the future. The Public Works is working on a new plan for bagged leaves to be delivered to the Common Council later this year.
