Panetta accused the U.S. Navy of not having ships ready to escort commercial vessels through the strait, stating that it was a failure of planning for a war. He also noted that Iran's new supreme leader, Mojtaba Khamenei, had stated that the Straits would remain closed, making it politically difficult for the administration to react.
