Police Chief Paul Neudigate has proposed a 7 p.m. curfew for unaccompanied minors at the Oceanfront for the remainder of March and possibly throughout April. This comes after a shooting that left six people, all ages 18 to 24, wounded after an 18-year-old from Norfolk allegedly fired six shots at a group of people trying to steal the man's gun. The proposal was made at a City Council work session and was supported by a majority of council members. The curfew would allow police to control crowds and respond to conflicts more effectively, as there were over 2,000 people on Atlantic Avenue between 16th and 19th streets at the time of the shooting. The shooter, Matheus Cavalcante, has been charged with 18 felonies and is being held without bond. Since 2020, violent crime in Virginia Beach has decreased by about 40%, but issues during March and April are prevalent due to staffing challenges.
