Man arrested for allegedly keeping a bag of blast cap explosives in his apartment

Joshua Todd Sapp, 47, has been charged with possessing an explosive after officers found a bag of blast cap explosives in a fabric bag in his apartment. During a traffic stop, Sapp's eyes were reportedly glassy and bloodshot, and he had a suspended concealed carry license and previous drug involvement. The police searched his vehicle and found methamphetamine, a gabapentin prescription medication hidden in balloons, steroids, and drug paraphernalia. Additionally, a hidden compartment in the glovebox contained a methamphetamine pipe with burnt methamphetamine residue. Sapp was arrested and booked into the Washington County Jail.
