The U.S. Immigration and Customs Enforcement building in South Portland has been targeted by federal agents following a peaceful rally against them. The last two rallies were held on June 14 and Oct. 18, when federal agents began using tear gas against anti-ICE protesters. However, the 9th U.N. Circuit Court of Appeals has refused to reconsider a temporary hold on tear gas restrictions issued by Oregon U.-S. District Judge Amy Baggio earlier this month, which were intended to protect residents of a nearby low-income apartment complex and protect peaceful protesters from indiscriminate force. If federal agents use chemical munitions on protesters, the owner of the ICE building could face fines from the city of Portland.
