One of the two women who was sexually harassed by CEO of Silicon Valley's largest water agency, Rick Callender, has spoken out against the Santa Clara Valley Water District, stating that the agency's board failed to adequately address the situation. Velia Mariscal, an executive assistant at the agency, identified as "complainant 1," expressed her feelings at a meeting of the board. She accused the board of doing nothing wrong and stating that she is no longer afraid. An outside investigation by Atkinson, Loya & Romo found that Callender had sexually harassed two female staff members and retaliated against a third who he had been accused of harassing in 2008. Despite resigning as CEO on March 1, the board approved a separation agreement with Callender and agreed to continue to pay Callender his $512,866 annual salary plus $7,200 yearly car allowance and other benefits for another year.
