The NBA is considering several changes to its anti-tanking policy, including expanding to an 18-team lottery and expanding to a 22-team league, including teams that lose in the first round of the playoffs. These changes would require 23 of 30 teams to vote in favor. The league is also considering adopting a "5 x 5" system, which would include the teams with the 10 worst records and teams that fall out of the top five. This system would allow for a minimum win total of 25, based on the win-total floor. If deemed to be tanking by the commissioner, Silver could potentially move that franchise's pick to the end of the lottery or the first-round, or fine that organization millions of dollars. However, these proposals have been met with criticism from fans.
