House Speaker Mike Johnson (R-La.) is facing a difficult path to funding the Department of Homeland Security (DHS), which has been shut down for over five weeks. Hardline House conservatives are threatening to sink a Senate-passed DHS funding bill, calling it "offensive" to represent their constituents. The House Freedom Caucus demands legislation to implement voter ID and funding for border patrol and child sex trafficking investigations, a division within ICE. The Senate voted overnight to pass a bill that would reopen all of DHS, excluding funding for ICE and CBP. However, House Republicans plan to address these agencies later through reconciliation. Conservative lawmakers have warned Johnson against bringing the bill up under suspension, which would require unanimous consent or wait until Monday due to House Rules.
