Council Bluffs police identify the driver who died in interstate crash

Council Bluffs police have identified the driver, 39-year-old Alex Foster Jr. of Omaha, NE, who died on the scene of the crash. Police believe speed was a factor in the crash, which occurred near Basswood Road. No other vehicles were involved in the incident. The case is still under investigation.
