A flood-prone underpass in Houston's East End is causing problems for drivers and businesses, with even light rain causing the road to become impassable. The underpass near Navigation Boulevard and Franklin Street remained closed with mud and debris left behind from recent storms. Residents and businesses are often forced to detour, waiting on trains or taking longer routes through surrounding streets. Scott Singleton, who has lived in the Second Ward for over two decades, believes nearby road construction may have impacted drainage in the area, but this has not been confirmed by the city or state.
