Battles brew over in-state tuition for undocumented students

A nationwide battle is being waged over in-state tuition for undocumented students, particularly those in the Deferred Action for Childhood Arrivals program (DACA), who are known as "Dreamers". Currently, 22 states and the District of Columbia allow students to pay in state tuition at public colleges regardless of their immigration status. Students must have attended a high school for a certain number of years and graduate to qualify for the benefit. Initially, such policies were bipartisan approval and initially led to higher out-of-state rates for students who might otherwise be priced out of college. However, recently, several states, including Texas, have eliminated the tuition benefit. The Department of Education has issued a new rule stating that undocumented students are not eligible for certain federal education benefits, including federal student loans and Pell Grants, which are based on financial need.
