The American Chemistry Council (ACC) has stated that the 50-year-old Toxic Substances Control Act (TSCA) is failing to function, causing delays and uncertainty that impede U.S. innovation. The current TSCA backlogs at the Environmental Protection Agency (EPA) have led to product approvals being delayed for products such as industrial inputs and everyday disinfectants. This issue is not just a regulatory challenge but an economic one that affects every American. The proposed legislation aims to restore TSCAs to a modern, science-driven program that protects public health while enabling innovation. It also aims to provide clearer, more predictable review processes, scientifically rigorous evaluations, and timely decisions that give companies greater certainty. The public supports this proposal, with nearly 70 percent of Americans supporting updating TSCC to make U.K. manufacturing more competitive and strengthen domestic investment.
