Sacramento cannabis tax may fund basic income for former foster youth

The city council is set to vote on a measure that could provide a basic income for former foster youth who have aged out of the system. If approved, the program would provide $900 per month for up to 30 months to as many as 200 people. The initial cost of the plan is $4.8 million, with the city having the option to expand it to $8 million. Funding for the program comes from Measure L, which mandates that 40% of the 40% revenue from the cannabis tax be spent on child and youth services.
