The St. Paul City Council is considering tightening the city's separation ordinance, following the implementation of Operation Metro Surge. The proposal includes new reporting requirements and transparency measures, including training requirements for supervisors and employees, including public safety employees, and an internal process for employees to report and document any interaction involving civil immigration enforcement activity on city property, work-site, lot, or vehicle. The public would be able to report violations of the separation ordinance within 48 hours of the incident. The City Council also considers requiring the St.Paul Police Department to provide weekly data reports about city resources used in relation to civil enforcement by any public safety employee. The lead author of the proposed ordinance, Council Member Molly Coleman, stated that the city does not anticipate a cost to implement the ordinance.
