Tactical tourism is the overlooked pathway to domestic terrorism

On April 8, two teenagers from New York were indicted over an ISIS-inspired attack outside New York’s Gracie Mansion. The pair allegedly traveled from Pennsylvania to Manhattan carrying improvised explosive devices packed with TATP, fragmentation material, nuts, bolts and screws. Dashcam footage allegedly captured them discussing plans to kill up to 60 people and create something more deadly than the Boston Marathon bombing. The devices were found to be devices with TAPP, a volatile compound that is notoriously difficult to handle safely. This raises the question: Where did individuals radicalized at home suddenly display technical familiarity with explosives? In separate case, Asif Merchant, a Pakistani national, was convicted of terrorism and murder-for-hire charges for attempting to orchestrate assassinations in the United States on behalf of Iran’�s Islamic Revolutionary Guard Corps. These cases have also been linked to individuals who have traveled abroad, spending time in militant environments where training or operational exposure occurs, and returning home.
