California Assemblymember Ash Kalra (D-San Jose) is reviving his push for single-payer health care, a system that virtually removes health insurance companies from the care. His latest proposal, Guaranteed Health Care for All, would create CalCare, a universal form of health care administered by a state-run governing board and providing no-cost care at the point of service to all residents regardless of their income or immigration status. The program would require approval from the state Legislature and signed into law by Gov. Gavin Newsom or his successor before any serious discussion of funding the program could begin. However, this proposal will face political resistance from the health insurance industry, which is a powerful lobby at the state Capitol. New rules proposed by the Department of Health and Human Services would increase financial burdens on Obamacare-purchased plans.
