‘Vesting rights’ bill heads to governor’s desk, his other housing bills less certain

Lawmakers have approved part of Gov. Wes Moore’s (D) package of housing reform bills, but another ran into a last-minute snag between chambers while another stalled in committee. The Maryland Housing Certainty Act, which allows for “vesting rights” for developers, was approved by the House on a 106-29 vote and a companion version by 34-12. The bills also delay the payment of certain fees to county officials for the development of new housing and create ‘vesting right’ for developers. These bills are awaiting the governor’�s signature. However, progress in other parts of Moore's package is less certain. The proposal for vesting rights was criticized by the Maryland Association of Counties for limiting county government say over some housing decisions.
