A report by the Brookings Institution has found that most of Louisiana ZIP codes are more vulnerable to climate hazards than average across the South. The study used federal data from the Treasury Department, Federal Emergency Management Agency, and Census Bureau statistics to study climate risk. Researchers found that Southern states have the highest percentage of Black residents in ZIP codes vulnerable to the rising costs of climate change. This means financial impacts more heavily impact lower income and Black households, especially those in the South, and Louisiana is particularly at risk due to high rates of poverty and high tax rates. The report suggests that this research should be used to inform policy and programs to help people in riskier zones better adapt to climate change, particularly in the state of Louisiana.
