Police have arrested 44-year-old man, Teruyuki Takabayashi, from Fussa City, Japan, for allegedly beating a 17 year old boy with a hammer and spraying a chemical at responding officers. He fled the scene in a vehicle and managed to evade detection by crossing the border to Chiba Prefecture the morning after the attack. Following questioning, Takabaye has refused to speak to investigators regarding the allegations.
