OH Supreme Court decides petitions to recall Whitehall's mayor, councilmembers are invalid

The Ohio Supreme Court has ruled that three recall petitions signed by Whitehall's city clerk, Julie Ogg, and two councilmembers, Michael Bivens, Lori Elmore, and Amy Harcar, are not valid. The ruling was in response to Michael Shannon's challenge of the certified recall petitions. The Supreme Court found that the charter requires a recall petition to include at least 15 percent of the number of signatures equal to the number voters voted for mayor in the last regular election. The most recent election in 2023 required at least 587 signatures.
