Grower to convert Oceanside hemp production to cannabis cultivation

The Oceanside Planning Commission has unanimously recommended a proposal to convert a hemp-growing operation to cannabis cultivation in 25 existing “hoop houses” in South Morro Hills. The agricultural region, known for its commercial production of flowers, tomatoes, avocadoes, citrus and other crops, has been struggling with increasing costs for water and labor, competition from foreign countries, and pressure from urbanization. Some residents believe cannabis could be the answer for farmers and the city that could benefit from the tax revenue expected from legal cultivation. The applicant, Southmorro Hills 47, LLC, is seeking a conditional use permit for cannabis cultivation. It has been growing commercial hemp on the 2-acre site for two years and will have six to eight employees working regular agricultural hours. The facility will have a double-layer security fence, 24-hour on-site security personnel, and 360-degree security cameras with a live feed to the city’s Police Department.
