The bill allows migrants in the country illegally prior to 2021 to pay $7,000 in restitution and any back taxes owed and receive a new legal status, but it does not provide a path to citizenship. Critics argue that any new status given to these individuals would amount to amnesty. However, some Republicans worry that the bill could cost them some seats in the House. The controversy has led to the creation of a super PAC dedicated to ending the career of every Republican who supports amnesty.
