The bill includes restrictions on the United States Immigration and Customs Enforcement (ICE) and does not fund the agency. It comes after Senate Democrats filibustered a bill demanding that ICE agents stop wearing masks and obtain "judicial warrants" to apprehend illegal immigrants.
