An explosion at the Valero Port Arthur Refinery in Port Arthur, Texas, on Monday, March 23 led to residents being placed under a shelter-in-place. The cause of the explosion has not yet been disclosed. This comes as fuel costs have increased due to the United States and Israel's war with Iran.
